KANSAS CITY, Mo. — The city’s network outage not only affected City Hall and Municipal Court; it also impacted the tow lot, or the city’s Vehicle Impound Facility at 7750 East Front Street.

FOX4 spotted a number of people picking up their cars Tuesday. That facility was closed Saturday. It’s always closed on Sundays. It was also closed Monday, likely due to the network outage.

But Tuesday, it had reopened, to the relief of many.

“We kept calling all day Monday,” Independence resident Lisa Shelton said in an interview with FOX4 at the facility Tuesday.

“They kept telling us, they said, ‘We probably won’t be open Tuesday.’ They said, ‘It’s not looking good for being open Tuesday.’ Fortunately they are.”

Shelton came to the facility with her daughter Emily, who had her car towed over the weekend.

“She got pulled over Friday night,” Shelton continued. “Because she had a warrant out of Independence for… it was from 10 years ago for not wearing her seat belt. That’s what the warrant was for, Kansas City police arrested her, and they impounded her car.”

Fortunately for Emily, she was able to get her car back Tuesday. She also only had to pay a night’s worth of holding fees, since she may have been able to get it Saturday had it not been for the city’s network outage.

Still though, she had to pay $300. Tuesday, FOX4 also found out to get your car back, you have to have a cashier’s check or money order. They were not taking cash or card payments.

Early Tuesday afternoon, city leaders had not commented to FOX4 about this story specifically. What caused the network outage is unknown as leaders have not said whether this is a cyber-attack, ransomware attack, or something else. The city’s website was still down, too. Bourbon County, Kan., resident John Crooks had his trailer stolen Sunday night.

“I actually live down in Bourbon County by Fort Scott, Kansas,” Crooks said Tuesday outside the impound facility. “So, this is like an hour-and-a-half trip up here for me to deal with this. I’ve been dealing with all this for the past two days and not been able to work.”

The impound facility’s normally open from 9 a.m. until 6 p.m. Monday through Friday. It’s open from 9 a.m. to 3 p.m. on Saturdays. 

The city released the following statement to FOX4 Tuesday night:

“Thank you for keeping Kansas Citians up to date as the City of Kansas City continues working to get all systems back up and functioning. While most City departments have remained fully operational, KC Water’s payment services are currently unavailable. Residents may pay their bill in person with cash or check at 4800 E 63rd Street, from 9 am to 4 pm, Monday through Friday, until the web system is back up.”

“Please note, effective May 6th and until web functions fully resume, penalties will not be assessed for customers who have been unsuccessful in making their payments via the online customer portal or pay by phone service by their due date.”

“Municipal Court will reopen tomorrow, Wednesday, May 8, though it will be unable to accept payments or post bonds.”

“311 is operating as normal.”
